FRIA Report — Scope & Separation Requirement The FRIA examines the impact on all potentially affected EU Charter rights, with particular attention to intersectional effects. The FRIA is distinct from the DPIA (which addresses data protection risks under GDPR Article 35); the two assessments may share evidence but must reach independent conclusions. The FRIA is conducted by the DPO Liaison, consulted with stakeholders (deployers, affected person representatives, domain experts), and retained as Module 11 evidence.
