Systems that do not trigger any prohibited practice, high-risk classification, or Article 50 transparency obligation fall into the minimal-risk tier. The AI Act imposes no specific requirements on these systems, though Recital 95 encourages the application of voluntary codes of conduct.

Even for minimal-risk systems, a baseline AISDP is recommended confirming the classification rationale. The baseline AISDP documents the system’s intended purpose, the classification analysis (including why the system does not fall within Annex III or Article 50), and the date of the classification. This documentation protects the organisation against subsequent challenges to the classification and provides the foundation for reclassification if the system’s deployment context changes.

The baseline AISDP is a lightweight document, typically a few pages, retained for the system’s operational lifetime. It demonstrates that the organisation conducted a deliberate classification analysis rather than defaulting to minimal risk through inattention.
