Multi-jurisdiction deployment adds incremental cost across several categories: translation, regulatory monitoring (scaling with the number of jurisdictions), local legal counsel for jurisdiction-specific guidance review, incident response capability across time zones and languages, and deployer support varying by jurisdiction. The AI Governance Lead estimates incremental costs per jurisdiction and factors them into the deployment business case.

A common approach is to prioritise deployment to a small number of member states initially, building operational maturity before expanding. This phased rollout allows the organisation to validate its compliance infrastructure in a manageable number of jurisdictions, refine processes based on early experience, and scale incrementally as capacity grows.

The phased approach also mitigates the risk of early enforcement: an organisation that has achieved mature compliance in three jurisdictions is better positioned than one that has achieved thin compliance across fifteen.
