Captures the Article 3(1) definition analysis, Annex III domain assessment, and where applicable the Article 6(3) exception two-limb test. The gateway artefact; all subsequent compliance activity depends on correct classification. The Classification Reviewer independently reviews; disagreements are escalated to the AI Governance Lead. Reclassification triggers are defined and monitored. Responsible party: AI System Assessor drafts. Classification Reviewer independently reviews. AI Governance Lead approves at the Phase 1 governance gate.
